I’d use fresh sand. If you add LR from a mature tank it’ll be MOSTLY cycled in a new tank. I’d give it about a week to stabilize before adding livestock. Make sure you’re testing for ammonia/nitrate/nitrite as well. Sent from my iPhone using Tapatalk

I’d look around for a used tank and reseal it then build a DIY stand. I found my 90g for free. Silicone was good so t didn’t even need to be resealed, and I built my custom stand for around $200 including sheathing and paint. The only reason I’d go new is if you’re looking for a strange size...
