Red lights will do better for plants ... including algae so ... it can have some adverse affects. When my blues died on my Apollo fixture half my tank started growing algae the other half not.
The environment/habitat is completely different. For a small fish say a clown your tank is a reasonable facsimile. But for a large roaming fish like a tang it isn't really close. You can see in some really big tanks if you can get enough tangs they act more like they do in nature. In nature...
I would get a second clownfish(your sig it is spelled wrong). If your tank is healthy they are easy to get to spawn.
Shrimp goby and pistol shrimp or blenny.
Dwarf angel of some sort.
You are on the edge of fitting a small tang kole or tomini.
6 max ... shrimp are cool cleaner or pistol.

That is the go to T5 bulb so I figured to replicate it as close as possible during the day.

Soft corals like Kenya tree(everyone has some to give you), green star polyps, will work well. I have seen clowns host these corals on occasion but a pair will be tight.
What is the Temp of the frag tank? I know they are all plumbed in but you could have a layer of warm water sitting on top of the black frag rack. Light mix?

Well my Derasa has grown much faster than the Maxima. I have had the Maxima 7.5 years and the Derasa 8.5 to give you an idea.
Both started about 3 inches...the Derasa probably weighs in at 9-10 lbs. I know there is a correlation between calcium and growth but don't know what the exact impact...
Algae for the rabbit fish, Kevin's comment for the beta. Would get some garlic for the food ... some have had success with that and can help their immunity too.
What Dave said, under three inches and you are buying shells for ornaments. I have found that feeding them when young some sort of phytoplankton is very helpful. My Derasa is about a foot now and my maxima is 6 inches maybe. So something works.
This is poor advice ....you read it as so long as I add three fish every three days until I hit that 40 spot I am fine.
