I've always kept my param's near NSW, so Ca ~ 420ppm, Alk ~ 7.5dKH and Mg ~ 1350ppm. Although I didn't keep my system at ultra low levels, my NO3 was ~.5 and PO4 ~ .03.
I used to take mine out about every three month's, run it in a 5 gal bucket of vinegar/water for an hour, disassemble and clean the pump/impeller/venturi, etc. I was running BP's, so this was a good schedule for me.
One of the first items I would buy is a decent RO/DI unit here is a good unit. As far as the skimmer, as mentioned, again another one of the first pieces of equipment to buy. Although I wouldn't go too big, I believe in a 1+ philosophy, meaning I would go up one size larger than your system...
