On the left side of your picture seems to be more of the substance. Looks like cyano. Try blowing it with a turkey baster and see if it blows off. If it does siphon it out.

They make digital timers with dual 3 prong. It's your most simple, cheap solution, if you don't want to invest in a controller. Those are your 2 choices, plain and simple. Here is my dual digital timer, 3 prongs.
