I looked up the meds for when I had the big ponies... may be outdated but recommended meds for infections were Triple sulfa, Neomycin, Furan 2 and Diamox (Diamox was hard to get but used for bubble). Said Neomycin and Furan 2 can be used together.
I don't know if you have any of those on hand...

My Red Graciliaria and Blue Ochtodes were doing fantastic in my 20 gallon AIO tank until I dosed with Parzipro for my fish, now the red pinked up and collected bubbles on leaves and the Blues got whiteish. Interesting thing is it didn't bother my Green Ogo and the other Red Graciliaria at all...

Okay, just reading this and needed to share.
A 20 gallon tank is not good for either regular seahorses or dwarf. Too small for the regulars and too big for the dwarfs.
Regular seahorses are very dirty and it is hard to keep a 20 gallon healthy for them. I had 2 erectus in 20 gallon with 10...
Okay, so I touched it today and it feels hard but not hard lol I think I was feeling the rock under it.

It's about the size of a quarter, growing on a small piece of rock and looks like thin leather with a lip. A hermit crawled across it and nothing changed with it.

Looking around, some fish or shrimo will eat but only medication to kill is Panacur but will kill other things too.

Reading and searching, there are apparently many different kinds of hydroid.
Still looking for treatments and options. It seems Panacure works but don't want to use it unless last resort.
I luckily was able to pluck the boogers out.
They are sneaky when you try to grab with tweezers. They were new hatch so didn't attach to anything yet but would jump and swim away... quick little boogers.
I read that sometimes they will just disappear and others that say they saw certain fish or peppermint shrimp eating.
What brand was it...
