I used to keep mine in the garage year round as well, but would only put the heater in the can the day before I did a WC. I did however keep a couple PH's in there; one to provide aeration near the top, and one in the bottom to provide additional circulation, that I'm sure added a little heat.
I was using the Intermatic DT620 timers for everything. It has a large display making it easy for me to read, is easy to program, has 28 programmable settings, and is rated at 15A. I've used a few of the lower rated timers, but they didn't seem to hold up as well, even though they weren't...

As Paul has mentioned, 500 mL is about right for your system @ ~ 236mL per 50 gal. of net tank volume. Adding a GFO reactor will help get the P04 down to where you want it, although I would add it in small amounts and let it decline slowly. I would also suggest, if you don't already have one...
