Hello, does anyone knows where I can purchase flood insurance before the storm hits. I called statefarm & allstate but they said no they cant issue one now because of the storm. Am I out of luck in finding flood insurance.
I'm sure you can find someone to sell you a policy even now. However, since the storm is already active and has been reported to head this way... there's a pretty good chance you won't be covered for this incident.
I'm no lawyer nor an insurance salesman, but that's probably how it will go. All I can suggest is keep calling around to different agents... or maybe try an online insurance company?
All insurance companies will have a moratorium on all new insurance policies till after the storm. Not just flood insurance, but any new homeowners, renters, insurance etc. Sorry...

When the US National Weather Service issues a "hurricane threat", "tropical storm watch," a "tropical storm warning," a "hurricane watch" or a "hurricane warning," it is not permissible for us to bind any new business (for property, inland marine, flood, or auto physical damage), regardless of original quote release date.
Also, we are unable to increase any property coverage values or add additional locations to in force policies currently insured for property or auto physical damage. This applies to all commercial and personal risks within 100 miles of any coastal areas where the threat, watch or warning is raised. The restrictions will take effect immediately following publication of the hurricane or tropical storm threat, watch or warning and remain in force until 72 hours after the hurricane or tropical storm watch or warning is removed.
