How to deal with unresponsive Gas supplier company?

My gas meter was broken for 6 months. It's outside, so the Gas company (National Grid (should be Greed) could've replaced it at any time. While meter was broken they have sent me estimated bills, which I paid. Then, after they replaced the meter, they have sent me 'final' bill for the old meter with estimation which is about %30 higher than my usage from the previous year. I tried to explain to reps that this is not fare estimation, but they do not understand anything beyond basic billing questions. I've wrote a letter to them and also Better business bureau. No reaction from National Grid. BBB wrote to me that they tried to contact NG, but got no response. BBB had closed the case and can't do anything else.
I've paid their 'final' bill because they've started to charge the interest.
What else can I do? To whom public utility company should answer?
If I had alternative, I would leave them, but they are monopoly in my area.

If I remember correctly you are located on Staten Island. In NJ we have the Board of Public Utilities who are the overloads of all the utilities. I would have to believe that New York has something similar. I’d look into seeing if there is and complain to them. Also check to see if this company has a "complaint" department or resolution department.
 
maybe go the local reporter route - like the cbs shame on you program. In NJ they have a smaller version of that called "kane on your corner" - it's a local cable news channel, like nyones for NYC.
 
If it's under $10,000 you can take them to small claims court. Since they're a corporation they'll need to be represented by a lawyer which most likely will cost them more than the credit you want. If they don't offer to settle then the court will require you and the Gas Co to go to arbitration.

That's the route I took against an oil company here in NJ.
