Questions that bother me so

Your familiar with the little hole to allow air in the pipe to prevent back flow, my questions pertain to that.

A. Is it alright to place it in a downward position? see pic

B. Is it to close to the edge of the tank where water just may end up dripping down the back of the tank?

I believe you want the hole submersed until your water turns off, and then it breaks the siphon when the water level gets down just a bit.

I could be wrong, though...I don't use a hole like that...
 
You don't have to put it on the elbow. You can put it on the locline. Just below the elbow and above the water line. Just underneath the brace.

Agreed. In the tank, at or just below the water line. Preferably somewhere easy to get to so that you can clean it out REGULARLY, especially if it will have light cast on it (as then it becomes the perfect place for algae to accumulate.

I agree it should to be under the water. Mine are above the water cause we didn't want to break the little black tabs out of the over flow. The water is shooting all over. I need to cut the tabs and the pipes to go where they were designed to go. And the place were you want to drill them is where mine are drilled.

Those holes will serve you better than the check valve. Keep those clean and you'll be ok.
