return pump question with sump setup

okay guys im having a problem here.. i cant seem to figure out this plumbing situation
so here is my flowbox the water in the tank rises to the strain line then hits the 3 drain lines and doesnt really get too high in that chamber
the water flows down my 2 drain lines which are now submerged as recommended in the sump
then the skimmer section gets about 60% water level
the fuge section gets about 60% water level until it hits the strain line in the sump travels through the sponge into the return chamber that is only about 30% water and the return pump starts sucking air
basically running out of water in the return section
people mentioned to me that i should put 2 90 degree elbos down wards in the box and 1 going upwards

now im thinking the sump might have a flaw in the sponge area not creating a full syphon?

anyone in the hopatcong area that knows a good amount about this stuff that can check this thing out for me?
