Skimmer problem

My skimmer does not appear to be creating bubbles and taking dirt to the top. I have raised and lowered the return and cannot find the right setting, any suggestions. Also there is a film on the top of the water in the tank

what type of skimmer? check it's reviews on water level, mods, overall performance, and especially BREAK-IN period.

having the same problem with mine since i changed the pump. the old pump had the mesh mod done to it when i got it, and it worked great. Do any members know how to do the mesh?
