Life proof cases work. They also sell waterproof cases for typical digital cameras fairly cheap these days

If you're looking to go snorkeling or SCUBA diving, I'd highly recommend a GoPro Hero3 HD. It's small, light, has tons of mounting options, and records in high quality HD pics or vids. The only negative of this gem is that it doesn't have a zoom. It films in wide view only, which is great for shooting underwater vids.

If you're looking to just stick it in your tank... there are tons of options. Just do some research and make sure it's at least 16.0 MP, has a good (4x) zoom, and has features to allow you to set a custom white balance. WB is pretty much required with LED's or T-5's.
 
I have a galaxy s 3 right now and I might be upgrading in a bit so probably not that. I was looking to use it in my tank and I was asking for it for Christmas. Considering I am 15 $1000 is probably not going to happen lol. I get your point though thank you. I'm thinking maybe around $100 if possible so that way I can get a good amount of coral lol.
 
I use an olympus tough camera. They are about $250/300 but they are good for just about anything except a deep dive, more than 20 feet.

For less than $100, your only option is gonna be a waterproof phone case for your s3.
