Why not?

never used one but my guess would be most people who use them either dont have a sump or use the light from main display and dont want to add another light.
most people have built a refugium section in their sumps.
I added one above the display fed by my main pump and gravity fed back into main tank.

We run two HOB fuges because we don't have a sump. I can't see any major problem of having it on the sump as long as the water level is high enough. I think the reason you don't see it, is because most people will just built a fuge chamber into their sump. Why buy the extra equipment if you don't need to type of thing.
 
Only reason I see it as viable is because my sump I have enough room for my skimmer and return pump.

I may use a second 30 gallon and make that a fuge.
 
Thank you for a great idea. I have this huge refugium that I really don't know what to do with. I bought this type only because of lack of space.

I took it apart when we moved my tank. It was real pain to get to it behind the tank plus I tried to have the light on at night... it was shining through and I think it was disturbing the fish, so it has been sitting in a closet for last two years, it would be great if it could fit near the sump. My problem that all the wiring is behind the sump as well ???

That is the exact one that we have, we just have small ones. We also have a medium in storage, did not fit on the back of the tank with the skimmer.
