It's probably dog dewormer to help kill pests such as Planaria.

Is fenbendazole safe for aquarium?
Fenbendazole is the main ingredient and its a fantastic and generally safe dewormer used to treat cattle right down to your aquarium fish. Mix one packet with 1/2 cup water and use about 5ml per gallon and your worm problems will be over.

More likely interceptor for Acro bugs. Fenben is good stuff but would not use it in a tank with corals or live rock.
