zoa skirt folds down?

Ive been noticing sometimes my magicians fold downward like a mushroom. One other frag does this continuously but doesnt ever close either. I figured it was gonna melt but its been 3 weeks and its still exactly the same.

Any reasons for this? Heres a pic:
