Hey.. That bacteria bloom can easilly become cyano..... I would Rise the rock and add a half bottle of tap water neutralizer OR...... Lay the Rock out in the sun to evap that vinegar. If that Vinegar is seeding that bloom it would be deep in the rocks and feed that bloom for a WHILE.

Peroxide DIP ASAP. Brown algae acts FAST... i've seen colonies wiped out in a few days and polyps never open! Perodide dip worked WONDERS for me. I forget the ratio but... google is a friend.
