I too have a reef tank with coral. In that environment phosphate should never be at 0.00 . A reef system needs some, even a small amount. Less than .03 is an good place to shoot for. How often do you feed?
What is very likely, but not 100% is your rock could be leaching phosphates...

You don't need sand. Many reefers go sandless with established tanks. I am sure there are creatures that prefer sand, but in an emergency for a couple of weeks you could pass on the sand. Plus a sand bed take time to establish the beneficial bacteria. Using a foam filter would work short...
I am interested. How large are the frags? Have you seen the sweepers..if so how far are they extending? I don't have much in the tank now so it shouldn't be much of an issue.

Picked up a used 1260 and it is missing the output tube connect and I also picked up a 1048 and it is missing the input tube connecter.
