(1) let's put aside the case of when the system was down, which sump & DT are separated.
(2) in normal operation mode, all water are connected, regardless it is in the sump or display tank, IF it is grounded, no one will get shock, not the fishes, and not you. one leak, two leak makes no...
without a ground probe, you may not have a chance to fix it...
