2 Apex Wav Powerheads in a 60g cube

I have 2 Apex Wav powerheads in a 60g cube. When both are on at 1% then I see my clown fish struggling to keep up. Anytime they stop swimming they kind of float backwards. How can i set these up so that wont happen or is that normal? I have one WAV mounted on the back going forward and one mounted on the left facing up.

Can you place the pumps higher out of their direct swim path? Can you stagger the pumps cycles? like 1 on for X minutes then off for X minutes? It could help to give them a chance to rest. FWIW, Clowns are poor swimmers so it may not make much of a difference either way.

In my 34gal, I have 2 crossflow pumps going but on alternate cycles. My clowns have adjusted since and stay towards the bottom.
 
Thanks guys. I placed one on each side instead of the back. I faced the left one up and the right one straight at the left side. Then I set the Apex to use mirror mode for the left Wav and everything seems fine now.
