Can I resize a JPG format with paint?

I'm trying to resize a picture using Microsoft Paint. It says your supposed to go to Edit and then Attributes but when I try it only saves a small piece of the pic. Help! ???

In MS paint, the stretch/skew option is used to resize photos.

Phyls recomment to use this FREE software - "IRFanView" - much better than the MS-PAINT.
