Cloudy tank will not clear

My friend gave away live Rock and I started a new tank about 50 pounds.. Tanks been up few mons.. The live rocks around 4 years old...my new tank is 35 gallons no sand. And just hang on filter and it never clears.. The rock looks good.. I don't know why this never clears not sure how to fix this.. Is not having sand bad? Since I don't have much for a filter other then a hang out filter? I'm thinking not enough biodiversity ? Thanks for tips.. Salt 0.25 cal 420..dkh 8.0 nightrates are low 0.2 and phosphate I don't check however I use only ro water feed super light and only have two clowns in tank

On salinity, did you mean 1.025? What is your Mg and Ph? Ca is a little low. 50 pd of LR in a 35g is a lot. How often do you do water changes and which salt are you using? Are you mixing it until it is clear? Was the LR removed from your friends tank, kept wet and went directly into your tank or was it not in his active tank when you placed it in your tank?

I run a bare bottom tank. No sump or filter...just a HOB skimmer. As @nightmarepl said, photos would help
 
Thanks for help so far.. Yes the rock was kept wett and moved over within 30 mins. Ph is like 7.9... I change 5 gallons a week and never miss. Io salt and the water is mixed up for a day at least

Is your ammonia at 0? It is most likely a bacterial bloom. What do you have inside the HOB filter? How often do you change the contents? If you have a UV sterilizer, it would clean that up in a matter of days but in the absence of that, time, carbon, water changes and heavy skimming are your best bet.

What are you using in the hang on filter?
I'd advise staying away from any premade filter pads, they're not marnine take optimal.
I'd buy some carbon, a small media bag or two, and some filter floss. Drop a couple tablespoons of carbon into the bag, drop the bag in the filter, and fill the filter with the floss, changing the floss as it goes brown.

Don't change both bags at the same time. Rotate them out. Get a bottle ofDr. Tims one and only nitrifying bacteria. If it is an bacteria bloom you need to stop with frequent water changes. The good bacteria isn’t able to keep up because of your water changes. You are absolutely sure that when you are mixing up a new batch of water that is it clear in the bucket? Could you post photos of tank
 
The water seems to be clearing some and things are doing well...im due for a water change soon.. I buy the water from ACC it sits in a jug for a week. When I'm ready to do change I drop heater in and power head and do water change after 5 hours that's about how long it takes my water to heat up with the smaller heat I use
 
It's really not that small it's just slow.. However it's good gives time for power head to mix things up since the jugs been left for a week in gagage
 
Joe... is that water clear yet... any pics. It sounds like you more than know what you are doing. But this is hard to help diagnose without pics. I’m sure this question is silly but it’s not microbubbles is it. All the filter floss in the world won’t help with that.
