I see a tank with an apparent low bioload.

I see no numbers reported....nitrates and phosphates.

He talks about water changes every couple weeks, but no mention of the volume changed.

He uses an expensive alternative...at Marine Depot a 12 x 12 inch piece of Poly Filter is 40 bucks. A skimmer, although with initial expense, would be a less expensive option in the long run.

I've seen this as well. I think this is up for debate. He should mention his numbers as you said. I think every tank is different. I've seen people with thousands of dollars worth of equipment to maintain a small tank vs someone that just runs simple like this guy. That is a low bioload as well. I think you can be successful without a skimmer but the more you introduce to your tank, and depending on what kinds of additives you use, you would be increasing the nutrients added, so a protein skimmer/sump in my opinion would be needed.

I am actually trying to run my tank without a skimmer. As I mentioned before I am bringing her back to life, I am fighting algae and hoping water changes, and media bags will cure the problem. I will be posting this thread soon.

well for me, in reference to running a smaller tank, currently i am not running a skimmer and i am almost at the 1yr mark. i am now running into some issues and have now decided to run a DIY skimmer to help combat with my recent algae issue (by this weekend it should be up) . this will still be in conjunction with my scheduled water changes.

IMO, its doable but it requires some extra work

Holy crap polyfilter costs that much? You can get a beast reef octopus skimmer bh1000 HOB skimmer for $180. My 75g runs on it and it works fine. The trick IMO is making sure the amount of food that goes in is roughly the same as the what you are able to take out by skimming and water changes.

I'm following a thread on R2R. It's a grow out thread on SPS's. Half the people are using a skimmer and the other half are skimmer-less. All frags are the same size and from the same vendor.. I can't wait for the outcome. So far in my opinion, the skimmers frags look more colorful with better growth.

Gorgeous tank

Yes, you can run a reef system with out a skimmer. Look at the video and see this guys end result. It's a rather lackluster tank, and as others pointed out, it's very lightly stocked. Note also that the water looks a bit cloudy. It works, but not that well.

Now compare that to the picture posted by rkalola. That tank has a clear water and a massive amount of SPS corals, and a lot of other interesting stuff.

The guy in the video could make a quantum improvement in that tank by adding a skimmer, and he could cut way back on that expensive chemical media. I think long term he'd even save money doing so. It's a win-win kind of thing.
