DMV - this is ridiculous

Yesterday I went to register a trailer I built.
Was told there were no more 'tickets (eg appointments)' for the day, I'd have to come back Monday.
Apparently, they begin distributing appointments at 6am, but they advised I arrive between 4:30 and 5am to get in line as getting there at 5:30am means I probably wont get one.
Looks like I'll be using an unregistered trailer for a couple of weeks.
