Did the eggs change colors properly, along the same time line as the last batch? Maybe she has some concern over this batch or is becoming more maternal? My female left the male to care for the nest for the most part. Are they quarreling? Or acting fairly normal?
If she had a favorite food, you could try that. Hopefully she'll snap out of it before she suffers any from her hunger strike.

My old pair of CB percs used to not eat 1-2 days before they would spawn. I never did a water change though while they were tending to eggs. You might have just stresed them a little.
