fixing exposed wire on maxijet

i have a maxijet which the black wire hit the metal halides and was melted through to the wire. i'm curious how i can properly repair this since that part of the wire will be underwater.

any ideas/suggestions?

For you to get it waterproof using totally non-conductive materials that will not swell or disintegrate in saltwater....bye, bye.

The only thing that would work is liquid rubber in a can used to dip tools in, which would cost more then a new PH.
