The best way would be a wet saw....either a bandsaw such as a Gryphon or a table saw, such as a tile saw.
Second best would be a 4 1/2 grinder with a diamond blade (ca $20-25) or a Dremel with a diamond cutoff blade. The one potential issue with the Dremel is that it might not cut all the way through the hard skeleton. A hit with a screwdriver could then be used to break it off.

I had a very large Galaxia and I used a large flat screwdriver and a chisel. Mine was 8in round.
