What we do (and works really well) is use a combination of putty and super glue. First, use crazy glue and accelerator to attach the coral to a frag plug or piece of rubble. The mix up some putty so the two parts are thoroughly blended. Flatten it out and put a small amount of crazy glue on it. Mix that up well (you'll feel it get warm) and then form it into a ball. Put a small recess on one side of the ball and fill it with crazy glue. Stick that to the underside of the frag plug/rubble. Make a small recess on the other side of the ball and fill that with crazy glue and then jam it onto the rock. It works like a charm. Just make sure you're wearing latex/nitrile glove because it gets a bit messy.
