Help me filter my water better

The Cheato needs to float in the water. If all of the bio balls have been taken out you can float it in that compartment if not try to keep it away from your pump intake. The light you have is plenty strong enough, but if it's to big to fit over your sump you can use a compact flourescent flood light bulb found @ Home Depot or Lowes. http://www.melevsreef.com/fuge_bulb.html
Harvest the Cheato when it fills the compartment by ripping the clump in half and either giving it away or throwing it out.

One more stupid question, once i float the Cheato will that make my wet dry a refugium?

Im not sure of the scientific definition of a refugium, but from what I understand a refugium is a place were the water flow tends to be less then that of the rest of your system. Some people use live sand beds in there refugiums along with cheato and other forms of algea. Some also use more live rock in there refugiums. The refugium is also a safer place for small things like pods for your mandarin to grow, without the threat of the predators that live in your display tank. It is also my understanding that a refugium with a light will help to keep the ph levels in your tank from fluctuating as much as they would without a refugium . Remember I am still very new to this so you may continue to wait to hear from someone with more experience then I have.

Thanks guys for all the advice, I have a fellow reefer in my town helping me with my refugium,
It will have sea Mud, Live rock( Rubble ) and Cheato. with a light.
