Help!!!!! Need a DIY Led expert.

I brought a set of DIY LEDs from a local reefer. Is there someone in my area that can help me with the trouble shooting the fixture. There are a lot of wires and I really dot understand anymore what's happening.

Yea, at the time I didnt have the tools to really troubleshoot it. If he brings it over I have multimeter, LED tester, soldering iron, wire, and beer.
