Hooking up MH ballast

The wire that goes from the ballast to the wall, the green wire has a round thingy at the end. There is another similar one in the power cord. How do I connect these two? Can I strip the wire and use a wire nut?

Also, once I hook up, how do I test if there is any "leak" of electricity?

If you have a metal fixture or reflectors, you should connect the ground from the power cord to those also, in addition to the ballast. If not, you can strip and connect the wire shown to the ground from the power cord.

I prefer to soldier the connections inside the fixture, before installing a wire nut and taping. I don't want any salt splash to get in there, corrode the connection and cause a problem.
