How to tell if the ballast is bad or the bulb.

Without installing a new bulb, because I don't have one, how would I check to see it the ballast is bad on this 6g nanocube light I have. Want to set it up in my classroom but with no light it may turn into a terrarium. Thanks.

thats a tough one.. usually just putting a bulb in is an easy option.. because the voltage on a ballast is crazy and each one different.. there is no way to tell with a meter...
