I got the 75g filled, added live sand and ran just a powerhesd for a day, next I added foam pads to the sump and the clarifier that came with the sand, it's clears up a bit, but when I remove the foam to clean, it starts all over again- tank looks like milk- should I remove the foam all together and hope the milk settles out on it's own

I could be wrong but sounds like sand was not well rinsed. I would just get some floss or pads and just keep swapping out frequently until it clears. If it settles and you add coral, fish etc. It could start all over.

Might be a silly question,but are you unplugging the return pump before you pull the sponges?
No, but it wouldn't matter, as soon as I touch the foam it releases the sediment. Maybe if I put a pad below the foam that may help. I just took the foam out altogether for the night and see what happens
