New filter socks and skimmer

Usually only with a brand new filter sock and/or the first time you are using filter socks.
You are changing the surface tension of the water and the amount of residual air in the sump water supply. The problem is not seen much if you are a sock user and just changing the sock, but if your tank never had socks on it, then it can take awhile for the skimmer to catch up.
Also on brand new socks, you should soak them in wither RODI or tank water for 15 minutes first before you use them. It takes out any chemicals in the fabric that keeps it from yellowing and also gets all the sock pores wet and uniform.

We wash ours in the washer with clorox and let them air dry before reusing them

Hot water and a tiny amount of bleach. Air drying will remove any clorine residue.
If they are felt socks, you will only get about a 10 or so washing before they start to fall apart. Nylon Mesh or monofilimant socks are good for 100 washings.
The key is to soak BRAND NEW NEVER USED socks in RO water before first time use.
