Yes guys you are correct. If I agitate it, it drops and the filter takes over and sucks it right in. What is my best option for cleaning the surface? I see someone mentioned surface skimmer?

Yes I believe I can tilt them more. Will give it a try, plus get powerhead for more circulation. Let you know how it works out sometime this week. Thanks everyone who respomded : )

the pictures you posted did not show everything...
if i have to guess - i think the overflow is not functioning as it should (no water movement in the pic), and the two loc-line, seems like one (left) is sucking the water by the pump, and the otherside (right) is returning water by the pump??
(1) you probably better to have someone to go there to take a look for you
(2) or, we need to see more pic of how your hose goes in the back... and some pics on the overflow area too.
