Looks good.
As for the plumbing,
Keep the overflows sized as is. Increasing them will not do anything. For the manifold, what do you plan on running off of it? If only the DT then yes just increase out of the pump to 1" into a tee then 3/4" out of each side with ball valves to control flow. It would be smart to ensure that the tee is centered between the 2 returns to avoid one return getting more flow then the other.
 
In the pics I posted earlier I showed sand . That lasted only a few months before I removed it and went with only a few random pieces of rock I could not fit anywhere and macro. Also at the time a was using a 5500K CFL bulb I got at HD. I switched that to one of the red LED refugium lights.
This one. Who Wants Fuge Fixtures!!

I have since switch to a regular old 5000K LED bulb and a work shop clip on reflector.

Personally I think substrate in the fuge is just something more to clean. Mine has a piece of eggcrate on the bottom with some live rock, a couple of snails, a small hermit or two, and some macroalgae. Light-wise I was running a clip on fixture from HD or Lowes with a 5500-6500 CFL bulb. I just noticed Downbeach is giving a couple away to a new home giving a few away in the Chain Gang thread.
BTW, nice sump!
