What size tank do you have? Those will probably do nothing. On my reefer 750 I have a pentair 120 watt plumbed inline. Have about 800 gph going through the unit. As an fyi the unit is so large I had to plumb it into a different room.
 
Since the Dino’s are substrate bound, not free floating, I don’t see how uv sterilization would be of any benefit. I’m not an expert, and my tank has its own issues, so I don’t have the answers to your problem. If you want a UV sterilizer, get one. It won’t hurt, but it’s main benefit would be Control of free floating algae, bacteria, parasites, etc.
 
Are you still running high alk? As you know, I battle simulate issues, and what we both have in common are low nutrient levels, and high alkalinity. I’m going slowly lower my alk, from 11 to a more middle of the line number. See what happens

At night certain strands of dinos release into the water column. People have had success with a UV eliminating those strands of dinos.
