I have no idea but it looks like your trying to do something with combinations of air and water? Mixing or separating perhaps?

My guess is some type of ozone reactor. A really kickin' ozone reactor!

If this were in Open Water I would have guessed some sort of radon remediation thing.

OK, based on that I'm giving an ozone reactor as my final answer. (I tried to polling the audience but no one here has a clue!)

mladencovic is correct. Actually it will be used in a LFS.
The chamber will be filled with bio ball or bio strata. HVLV (high volume, low velocity) air is introduced through the manifold. As the water makes it's way down the column, the up-current of the air will strip the water of gasses (mostly CO2) and oxygenate as well. The bottom is set up to accept 7" dia filter socks. The holes at the top of the filter sock cones are to allow overflow should the socks clog. So basically, it an oversized dry half of a wet dry system. Thanks for letting me show off my work. 
 
And for those that are STILL wandering what it is for ??? Ozone helps oxidation, and decomposition and removal of desolved biomater, but it is still considerd harmfull for the living things (at certain concentrations) so it needs to be removed from the water before it enters the tank.

What's with the Lil' Lunar Landing Module feet?!?

7" dia filter socks will just fit over them. Snugging up the draw string will keep them in place.
