Yes, generally you want it closed like it is, and once a month open it and let it run for 5 min. to flush the membrane.
It looks like you are ok with the 800, it can be used for a 75 or 100 GPD membrane but typically 75's use a 600 flow restrictor.
That valve on the RO line is to flush the membrane. A flush valve helps reduce TDS creep and extends the life of the membrane. It is also your flow restrictor so don't remove it or your system will not work. I have one on my system and I flush my membrane once a month for 5 minutes.
