Did you make sure the volute is clear. They can get clogged with salt. If the pump still pumps water it can be fixed easily.
I too have an SWC 160 with a crap Atman pump. I agree with saltkreep....first make sure the volute isn't precipt'ed up with crud. I've had to chip crude out of my volute. Simply soaking in vinegar takes too long.
The second suggestion is the Atman....they tend to stall....and my guess is from the mesh protruding from the wheel against the front plate. I've found that if you put in two or three #10 nylon washers (from HD) on the shaft, between the impeller and the front plate, the pump works. I'm guessing the mesh is rubbing against the front plate causing the pump to stall. That's what worked for me.

There you go. Of its filling with water but not getting bubbles then I would bet it's the volute. It seems to be a pretty common problem with all the swc skimmers. I usually check mine every time I clean out the cup. Some small tweezers or a small screwdriver makes it easy to chip out.
Also make sure the air tube is clear as well. Not only does it buildup inside the volute but also on the small plastic piece the connects the air tube.
