Mine is 13.5V output at 500MA. Sounds like the battery is toast. You can buy a battery for like $18 bucks and open it up and install it. Can I ask what you paid for the backup on ebay?

It is actually a small green LED and it will stay on if unplugged from the wall outlet running on battery power. Sorry I thought it was red. Also the MP40 will blink this green color and the dial will go all the way to the right on battery backup.
