How are you liking the smell of that bucket of rocks, make you want to gag doesn't it? Once you are done with your soak/dry/rinse cycle there is no reason you couldn't cycle the rock in the tank. But be aware if the rocks still stink, so will your house. Have some carbon on stand by to help...

Who made that tank? That sure ant no AGA or Deep Blue! :D +1 to skimmer. Definitely run a skimmer, even if it is fish only. My skimmer pulls more junk out of my FO tank than my Reef tank.

+1 Roughly level the stand before you even put the tank on it. Then check the level again with the tank on it.

Sponges and biopellets don't mix well. If you have the mesh screens take out the sponges and use the screens.
