Agree with dppitone, it's probably a matter of preference. I have a 4' with the same height and width and my overflow if on the side and the return's on the other side. I've seen tanks with the two layouts you've got mentioned above and then seem fine.

I never had any issue with the red peg and the powerhead. Mine never came out. If it's loose, I suppose cement or superglue might hold it. The pivot end is in the magnet, that's the end I wouldn't cement.

I think more information might be needed to determine where you're at in your cycle. Ammonia, Nitrite and Nitrate levels. My initial tank took maybe 6 - 8 weeks to fully cycle. Never seemed like it was ever going to complete.
