I believe you can test with a multimeter. If one of the bulbs is bad, you can turn it on and it wont work, so you can test the ends of the bulbs to see if a current goes through. If your near an electric shop, you can call them and see if they are able to test it for you, worth a call.
Possible yes, just takes planning for fail safes. I'm likely going to plumb a 2nd tank to my main system to share the filtration , will let you know when I start.

Looks like you can connect a barbed fitting to the input, so you just connect a hose to both ends, and it should pump water from a soda...
The bottle neck of those jugs are really narrow, you prob need an external pump if your set on using one. Might want to look into a brute trash can and run some cheap pump. You can mix the salt in it and just pump it in after. What size tank are you doing the water chnages at?
