Yes you can use it to divide tanks, but long run it's more works as you gotta take em out and clean. Not being able to seperate the last chamber for the return pump and ato is really the biggest concern. Using it to divide some other equipment is totally fine though.

It serves a different purpose to glass baffles, cant really compare the 2. It will block big thinks like macros algae from getting in a return chamber, but it wont help divide the sump into different chambers.
Trigger not recommended for that tank size. They also tend to be nippy fish.
You could look into wrasses, alot of color variation, you just gotta look into their husbandry.
16-20" would be better I'd you wanted bigger fish, just would have to use more rock to have high light demanding corals higher.

Tall tanks aint worth it, as mentioned above with the downsides, I rarely see the fish utilize any of the top layer of water, expect when feeding. A tank that is wider would be more benefit than taller imo. For both livestock and owner.
