That's how I understand it. The common problem is crashing ones tank with dumping too much Alk in too fast, so this set up would hopefully protect it from happening.

This looks great. Just an thought - maybe run the wires to the corners and then down, I've seen white cable organizer wraps at home deport before. Having the wires run down the corners would be less distracting to the eye IMHO.
I would not chase pH, you can probably use a bit more KH I shoot to keep it at 9, which will probably raise the pH, my tank is very low on the pH scale but growth and color is good.
