I have never kept a flame hawkfish, but I did have a long nose. My long nose was reef safe for about a year, after which he got big enough to start taking pot shots at my cleaner shrimp and my fire shrimp. I can't speak to the pipefish, but I would be cautious with the hawk and your shrimp...
Start feeding newly hatched artemia with a brine net. Do so for approx. two weeks. The shrimp should start to consider the brine net safe; once it starts swimming into the net every night, scoop it out.
This is how I removed a non- reef safe, but very smart, shrimp from our old 20g.
I trust strawberry crabs, and I second Mike, Kevin, and Phil's suggestions. I love pom Pom crabs, but if they lose their anems, they will steal coral. I would add acro crabs to the list I trust.

I think your decision to hold off on getting an anem is a good one.
You have a pretty significant amount of coral in that tank; if you added an anem, it is likely that at least some of it would be stung by the anem.

Any time you have ammonia, your tank is going though a cycle becuases you have insuffient bacteria to break down the ammonia into nitrates and nitrites. The ammonia came from the livestock, not rotting food IMHO - they produced too much poop for the bacteria to deal with in the small tank...

If you want an easy HOB skimmer, go with an aqua c remora. It is overkill on a 10g, but it will make your the nano a lot easier to maintain.
