The newer "Evo" pumps are able the handle the on/off cycle of a wave maker. An aquarium controller can be used as a wave maker, but a JBJ Ocean Pulse Wavemaker with two or four outlets would be a cheaper option. I do believe Koralia just came out with their own wave maker, similar to the JBJ...
Use that tube to adjust the water level inside the skimmer. Don't just pick a random number, adjust it so that the water level inside the skimmer is up in the neck area of the skimmer. I would keep the water just above the point where it narrows from the body into the neck until the skimmer...
As soon as you said "he" had a dragon wrasse, I knew what was going on. LoL I feel your pain, my FOWLR is kind of boring compared to my other tanks and looks so plain.
If you, er... "this guy you know", stands a chance with a clam it will stand the best chance in the rockwork as mentioned. I would place it on the largest rock in the tank and make sure there are no rocks that the dragon can knocked over into it. Otherwise a barbless hook and time to go fishing!
The tube from the collection cup is a drain tube. It should go into a container or it can be removed and plugged then you will have to empty and clean the cup every few days.
I'm just messing around. :) I've actually seen his set up but I can't remember how deep that section of his sump is off the top of my head. What I do remember is his last skimmer and this new NAC5 will be a HUGE improvement over his last one.
He said the water "has" to be 9.5 to 11" but not actually how deep that section of his sump is. I have a 20L sump on both my 40B and 65. The deepest part of my sump is 8". My previous statement still stands.

It sound like the water level in the skimmer section of your sump is not deep enough. I'll wait to see the pictures later. If you can't raise the water level in that section of the sump there might be one option you could try, but again, I'll wait to see the pictures first.
Don't have any plans for that weekend, but I do now! :) I have that day penciled in on my calendar. I just have to check with the wife and see if she can come or has to work that day.
I still have some live rock in the Biocube and 20L that I still have to work into the aquascape. For now it will just be the ceramic rock during the first few weeks of the cycle.
I was up till 2am this morning filling the sump and adding an entire bag of salt to the tank. The tank ran all night and this morning so far so good. I still have to tweak the salinity a little, I'm at 1.020 so I'm not too far off for only adding one bag of salt. I was expecting it to be a lot...
