i bought a used one ETSS 800      it works great...  just like Phyl said it was skimmed like crazy, and I have to use paper towel to shut/blocked both air valves to make it working right...  just a pain to clean the inside chamber though... in your case: - may be the size of the pump? -...

i have the same problem before, once i start to do mass (40%)  water change freqently...   about twice a week, it will then gets better (within 2 to 3 weeks)... ;D good luck... ;)
