Tunze has the second float switch to kill the ato, the top off that comes with the red sea looks just like an RO shut off valve, it's a float that plugs a hole once the water reaches the right height, it's mechanical, not electronic like most of the ato's you buy, the water is gravity fed.
Well, I make my own water so no store for that. Second, I run the drain line to the pump in the basement. And to fill the tank I have a small pump from the mix bucket to the tank. I don't lift anything, nice and easy.

a high wattage ups would be able to run a few pumps for a while to take care of short term outages, but anything longer than a day or if you temp fluctuates too much in that time frame, you could have some issues. a small backup generator to only run the tank would not be much more than that...
I don't know the area personally but my generator has saved my tank probably 3-4 times now, i've been here in south jersey for 3 years. Honestly, any backup system would be worth it in my opinion.
get the single use pinpoint packets, i've used the bottles before and don't trust them as much. At least not after the first use of opening them, as they get a chance to interact with the air at that point.
